major reorganisation of the make build, now the targets get their own compile folder rather than all sharing the same. adds a after compile archive which gets put into build/release. the old build/release/bin folder also gets the last compiles bin's. make release-all on linux makes mac, linux, freebsd.

submitting my macos work, im going to stop here because you can compile on linux for mac and getting this to "just work" is slow iterative process i dont have time for right now. If anyone wants to take over, there is a brew file and a boostbrew tap to make boost 1.58 which is failing.

Adding my windows work, need to merge my code on macos. Click `build.bat`, downloads the Msys2 installer, runs it in headless mode. then runs through the installation processes to prep the environment. if the msys64 is there this process wont happen, will expose the prep commands later as i work on the builder this framework is going into.

Patches `make release-static-linux-x86_64` to use my mods.

`./build.bash` does host detection to trigger the correct make target for the host OS

Fixes the longstanding build block. `make all` should just work if the following applies with the basic libs to compile `Linux/cpu-x86-64-arch-x86-64` the chain should compile fine, wider support coming shortly.

batch script, my first don't judge. double click `build.bat` installs the environment, prep's msys2 with the packages we need and triggers a make `make release-static-win64`. It fail to compile at libboost which is fixed on my linux checkout.
