Reverted r3975 - (Reduced RPC usage by allowing puresync to send health and armour updates ather than broadcasting them instantly, server will know instantly and remote clients will have a < 100ms delay (same as shooting a gun))

Fixed #6621 setPedAnimationProgress shouldn't crash at the client side any more and will return false if it hasn't worked. A little more checking is performed server side but as there is no knowledge of the task system there is little more than can be done
