Moved sim_manager_script into scripts/. This script was being run from teh rootdir to test the sim_manager to avoid the annoying problem of using external datasets within the py.test framework. Not a long term solution, just putting it here for safekeeping for now until I figure out how to best use the get_pkg_data method provided by astropy
