Yarn is generally faster than NPM and resolves dependencies
deterministically.

This is actually a breaking change, but it's default for Angular
package libraries.

There's no need to add Angular modules to `imports` when we don't
have `declarations`.

It's doesn't seem to be needed anymore. This has changed a lot in the
Angular 9.x releases.
